The City of Fayetteville is currently recruiting for an Assistant Public Services Director in the Traffic Services Division to plan, direct, manage, supervise and oversee the programs, activities, operations and services of the Traffic Services division of the Public Services department; to coordinate assigned activities with other city departments and outside agencies; and to provide highly responsible and complex administrative support to the Public Services Director. This position supports Deputy Public Services Director as needed and/or directed. Depending on qualifications, assume responsibility of all or select department functions in the absence of the Deputy and/or Public Services Director.

  1. Assume management responsibility for Traffic Services Division and activities including traffic signs and signals, traffic and transportation engineering and planning, parking operations, street lighting, bicycle and pedestrian planning and associated project and construction management activities.
  2. Coordinate traffic division activities closely with the roadway operation and maintenance division as directed. Provide staff support as necessary.
  3. Monitor and evaluate the efficiency and effectiveness of assigned operations including service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Public Services Director and implement agreed upon improvements.
  4. Direct and manage the development and implementation of goals, objectives, policies, and priorities for each assigned service area; establish, within city policy, appropriate service and staffing levels; allocate resources accordingly.
  5. Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes.
  6. Represent the Public Services Department to other city departments, elected officials and outside agencies; explain, justify and defend Public Services department programs, policies, and activities; negotiate and resolve sensitive, significant and controversial issues.
  7. Plan, direct and coordinate the planning design, construction and inspection, through subordinate level staff, the work plan; meet with management staff to identify and resolve problems; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; review and approve reports, plans and specifications; coordinate the planning and engineering of interdepartmental capital improvement projects; coordinate consultant selection.
  8. Manage and participate in the development and administration of the budget; direct the forecast of additional funds needed for staffing, equipment, materials and supplies; direct the monitoring of and approve expenditures; direct the preparation and implementation of budgetary adjustments as necessary.
  9. Coordinate division activities with those of other departments and outside agencies and organizations; provide staff assistance to the City Manager, Assistant City Manager and City Council as directed; prepare and present staff reports and other necessary correspondence.
  10. Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  11. Design and participate in the development of highly complex traffic plans and specifications; review and approve final documents.
  12. Maintain a strategic perspective while focusing on problem identification and solving. Direct and participate in a variety of special projects related to the Public Services Department activities; write project specifications and assist in selection of staff; provide guidance and assistance to staff. Act independently with minimal guidance and supervision while maintaining appropriate communication to Director on sensitive or timely issues.
  13. Perform non-scheduled/emergency response duties before, during and after emergency events including supervision of lower level staff and operations as needed in coordination with the Public Services Director and other Assistant or Deputy Public Services Directors. Will be expected to report to work on a rotational basis during inclement weather.

MINIMUM QUALIFICATIONS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Six years of increasingly responsible experience in traffic or transportation engineering, civil engineering or a closely related field including at least four years of supervisory and administrative experience.

Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in civil engineering, planning, or a related field. A Master's degree is preferred.

LICENSING & CERTIFICATIONS:

Required:
Possession of an appropriate, valid driver's license and ability to maintain insurability. Must have an acceptable driving record in accordance with City of Fayetteville driving standard. to view the City's driving standard.

North Carolina Professional Engineer (PE) license or ability to obtain in six months of date of hire.

Preferred:
Professional Traffic Operations Engineer certification; Municipal Administration course completion, Certified Construction Manager, Project Management Professional, Incident Command System (ICS).

From the time of closing, the selection process is anticipated to last 4 - 6 weeks. The process will consist of a panel interview with the selected candidate being subject to a pre-employment drug screen, background check and driving history check.

Health and Dental Insurance:
The City of Fayetteville Employee Healthcare Benefit Plan provides comprehensive and affordable health and dental coverage while maintaining reasonable costs to employees. Coverage is available for all regular status employees scheduled to work 30 hours or more per week. Employees may also choose to cover eligible dependents. The premium is deducted on a pre-tax basis, with the City paying a portion of the premium. Qualifying employees are eligible for benefits on the 1st day of the month following 30 days of service.

Employer Paid Leave
Paid Vacation: Employees earn vacation leave beginning the first day of employment, however, they are not eligible to take leave for 6 months. Leave accruals are based upon the number of years of service and the number of hours an employee is scheduled to work.

Paid Holidays: The City of Fayetteville observes 11 paid holidays per calendar year. The approved holidays are New Year's Day, Martin Luther King Jr. Day, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran's Day, 2 days at Thanksgiving and 2 days at Christmas.

Sick / Funeral Leave: Regular employees earn sick leave in proportion to the number of hours they are scheduled to work per week. Sick leave accruals begin the first day of employment. Sick leave can also be taken for deaths in your extended family. Sick leave hours accumulate without limits and may be used toward credible service upon retirement from the NC Local Government Retirement System.

Retirement:
The City assists our employees in securing their financial future during retirement by participating in the Local Governmental Employees' Retirement System, administered by the State of North Carolina. Regular status employees, scheduled to work 20 hours or more per week, become members in the retirement system upon employment. As a member of this system, employees are required to contribute 6 percent of their gross salary on a tax-deferred basis.

Deferred Compensation Plans:
To further assist employees in saving for retirement, the City offers two supplemental retirement savings programs. These programs offer employees an opportunity to save a portion of their salary on a tax-deferred basis to supplement their retirement benefit. The programs offered are 401(k) Supplemental Retirement Income Plan and the ICMA 457 Plan.

Cafeteria Plan / Supplemental Benefits:
Realizing that each employee may have different insurance needs, the City offers its employees the opportunity to supplement City-provided benefits by selecting from the benefits listed below. These benefits are offered at employee's expense through payroll deduction:

  • Term Life Insurance (Pre-tax basis first $50,000 for employees)

  • Vision Insurance (Pre-tax basis)

Death Benefit:
The first year an employee contributes to the retirement system, the city provides a death benefit of $3,000. After one year as a contributing member of the Retirement System, a death benefit is provided that is equal to the highest 12 months' salary in a row during the 24 months before death, no less than $25,000 and no more than $50,000. There is no cost to the employee for these benefits.

Pay Periods/Direct Deposit:
City employees are paid bi-weekly, every other Friday. As an added convenience and safety measure, the City requires all new employees to sign up for direct deposit of their payroll checks.

The EAP is available at no cost to all employees and their household members. The EAP provides confidential guidance on legal, financial and personal issues that could affect your health, relationships and job performance.
