Public Health Division Manager (Social & Mental Health) ID-7445

About the position

Under general direction, the Public Health Division Manager for Social and Mental Health provides comprehensive programmatic, administrative, and fiscal management for the Social and Mental Health Services Division. This includes overseeing programs such as HIV counseling and testing, substance abuse treatment, mental health services, and community reintegration initiatives. The manager will also focus on programs that cater to individuals experiencing homelessness or those at risk of becoming homeless. A key aspect of this role involves facilitating broad-based city and community involvement in health planning activities, which includes designing and implementing needs assessment plans to identify and address local health needs. The ideal candidate will be responsible for developing and assisting in writing grant proposals, managing the division's budget, and ensuring that all programs align with the strategic goals of the city. This position requires a highly skilled, strategic, and motivated individual who is passionate about public health programs aimed at improving the quality of life and health of the citizens of Pasadena and surrounding areas. The successful candidate will possess a combination of technical expertise in social service delivery, fiscal administration, and strong leadership skills. In addition to managing the division, the Public Health Division Manager will participate in health planning committees and coalitions, network with key representatives from various public and private agencies, and provide technical assistance while representing the department at various meetings. The role also involves preparing, executing, and evaluating city and grant budgets, monitoring expenditures and revenue, and ensuring compliance with financial and purchasing policies. The manager will supervise a team of program, analytical, and administrative staff, overseeing recruitment, training, and performance evaluations.

Responsibilities

  • Plans, directs and manages services offered through the Social and Mental Health Services Division.
  • Formulates and implements policies and procedures for new and existing programs.
  • Evaluates current and long-range social and mental health services needs in the community and strategically develops programs accordingly.
  • Reviews funding opportunities to determine appropriateness for the community.
  • Designs programs and writes grant proposals to address local health needs including community health assessments.
  • Develops scopes of work including goals, objectives, and activities; develops evaluation components including strategies for measuring program effectiveness.
  • Prepares progress reports and other required submittals to funders detailing program events, activities, and participant outcomes.
  • Participates in and facilitates health planning committees and coalitions; networks with key representatives from a variety of public and private agencies.
  • Provides technical assistance and represents the department at a variety of meetings.
  • Prepares, executes, and evaluates city and grant budgets; prepares analysis justifying personnel and operating budgets.
  • Monitors expenditures and revenue; manages grants, including grant reimbursement and program reporting.
  • Ensures adherence to financial and purchasing policy.
  • Makes presentations and conducts training related to division programs and projects to both city staff and the public.
  • Supervises a complement of program, analytical, and administrative staff; manages recruitment and selection of employees and supervises the work of staff.
  • Conducts or directs staff training and development; reviews and evaluates employee performance; initiates disciplinary actions.

Requirements

  • Bachelor's degree in public health, social work, or a closely related field.
  • Three years of experience in grantsmanship, research and evaluation, management, policy, and program development including fiscal, supervisory, and administrative responsibilities.
