Product Manager: Project ID-7440

We are seeking someone with technical product expertise in web technologies, cloud applications, digital documents, and database skills. The ideal candidate will have experience in overseeing the stabilization, modernization, and enhancement of Fraud Detection/Management and Case Management products. They must be capable of making delegated product planning and decision-making activities to ensure the successful delivery of IT solutions, including Case Management, fraud detection, and management systems.


The ideal candidate will possess the ability to translate agency strategic goals into executable plans for product improvement. They will create and maintain product roadmaps that articulate prioritized opportunities for the product team to pursue. Additionally, they should excel in communicating development opportunities and resolving conflicts when emergent priorities arise. With a focus on program integrity and the agency's major public services, the ideal candidate will drive the success of the Customer Compliance products portfolio.

Duties

 


Product Discovery: The responsibility to deeply understand the problems our customers face and the best way for our organization to solve them in the context of our mandated programs. This includes:


  • Conduct qualitative research, including direct interviews of users, prospective customers, stakeholders, and others who engage in the operations of ESD. 



  • Conduct quantitative analysis of system data to identify how user pain points present themselves within the IT system or business process.



  • Communicate the findings of product discovery activities to executive stakeholders, agency leadership, product team, and others.


Product Strategy: The responsibility to translate agency strategic goals into an executable plan to improve a product. This includes:


  • Consider organizational strategic and performance plans and identify specific requirements and capital planning processes to drive the acquisition strategy


  • Ensure successful projects by establishing clear vision of solution with Project Sponsor before projects begin



  •  Approve specifications and design requirements, including user stories


Product Prioritization: The responsibility to communicate what opportunities a development team will pursue and resolve conflicts when emergent priorities disrupt ongoing work. This includes:


  • Works closely with division and portfolio leadership to strategically plan the ongoing stabilization, modernization, and enhancement of the operational products the agency uses to deliver its mandated services.


  • Lead Scrum team as Product Owner, prioritizing the enhancement activities of an IT Development Team(s) 



  • Ensure user stories meet the definition of ready

Qualifications

 


  • Bachelor’s Degree in Information Technology, User Experience Design, Computer Science, Business Information Systems, or other relevant field from an accredited college or university, AND 5+ years in product management, IT system development, systems analysis or other related field

  • OR a combination of 9 years of education and/or relevant experience.
