Essential Functions/ Job Competencies/ Physical Requirements

 

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Supervises, directs, and evaluates assigned staff. Supervisory functions include: makes hiring and termination recommendations; prioritizes assignments and directs work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries and salary changes; and acts as liaison between employees and management.
  • Responsible for the administrative and operational oversight of the Housing Rehabilitation, HOME Programs and other related housing grants to ensure efficiency, program compliance, and the highest level of customer service.
  • Managers and monitors compliance with program goals, project objectives, local/federal regulations and requirements, and contract provisions including approving cost estimates and scopes of work.  
  • Maintains relationships with partners, community-based organizations, non-profits, contractors, and residents. Participates in community outreach to share program information.
  • Updates procedure manuals and policy guidelines to ensure program compliance. Assists with completion of the annual Action Plan and consolidated annual Performance Evaluation Report to maintain the department’s annual funding allocation.
  • Maintains records, prepares performance reports and/or council communications, and works on division payroll.
  • Performs sub-recipient monitoring, supervises construction jobsites, approves contractor/sub-recipient requests for reimbursements, and reviews client applications.
  • Oversees collection of loan payments and management of delinquent accounts.
  • Reviews, studies, and analyzes operational procedures as directed by an administrator; prepares detailed and comprehensive reports of findings and recommendations. 
  • Coordinates and participates in special projects as directed by the administrator; reviews policies and procedures as directed; interprets guidelines and disseminates information.
  • Receives inquiries from the public by letter, telephone, or in person and furnishes information or directs the inquiry to the proper source of answer.
  • Monitors loan portfolio for housing programs. 
  • Attends staff meetings to resolve operating or personnel matters and to discuss changes in departmental policy and procedures.
  • Prepares and makes presentation before City Council, City Administration, and the public as may be applicable. 
  • Assists in maintaining good communication between staff, visitors, and other business contacts. 
  • Must follow all rules of telephone courtesy in all telephone communications. 
  • Performs related work as required and other duties as assigned.


COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES

Knowledge of:

  • Knowledge of construction methods, which includes new technology, specifically in the areas of electrical, plumbing, and roofing trends. 
  • Knowledgeable in all federal, state, and local building codes and requirements, including all local ordinances. 
  • Knowledge in the application of basic accounting principles necessary to accomplish financial management tasks such as preparing budgets and monitoring program costs.
  • Knowledge about CDBG and HOME regulations
  • Knowledge of HUD’s Integrated Disbursement and Information System
  • Knowledge of department programs
  • Knowledge about construction, material, and labor costs. Knowledge of modern office procedures and methods including computers and applicable software, including AS400
  • Knowledge of English grammar, spelling, and punctuation
  • Knowledge of the principles and practices of employee supervision
